Yes you can but you should not. If the OEM size is 195/65-15 and you want a wider tire then install 205/60-15. This will keep the overall diameter nearly the same. Installing 195/60-15 will cause the diameter to be smaller and will cause your speedometer to be off, and will effect handling, performance, and mileage adversely.
Yes, you can but I recommend against it. If your OEM tire was 195/60-15 and you install 195/65-15 you are installing a tire with a diameter that is 3.09% larger. This will cause your speedometer to be 2 mph slow at 60 mph. You should always stay within 3% difference of the OEM size. A much better fit is a 205/55-15 which is only 1.4% smaller in diameter. But in the end you can install it if you insist.
If you have 15 inch rims, use 195-60r15.

Yes they are. My 2006 Prius had P185/65R15 on when I bought it and I put brand new Michelin Destiny's on from Discount Tire and they are upgraded to the bigger time which is P195/60R15. They are perfect and puts a little more rubber on the ground instead of those stock skinny tires. My only question is that I am trying to find out from someone if this would change my speedometer at all, even a little bit so I could calculate my MPG a little better. I love my tires. They really make the Prius feel good on the road.

Yes, you can put them on the car but I would advise against it. Install the wrong size tires and your speedometer and odometer will be off. Install exactly the size tires listed in the owner's manual and on the driver's door post.
If you were just using rims and not tires you might get away with 24". Otherwise, you can put on whatever will fit with the proper tire size..... Here's a couple of sizes... 155 80R13 (stock on most) 195 60R14 185 60R15
Yes it will fit on the rim since they are 15 inch, they will fit the cavalier if it has had the 195/65R15, the 205/65R15 is a little wider than the 195/65R15. Keep in mind that the cavalier also had multiple different sizes, 195/70R14, 195/65R15 and the Z24 had the 205/55R16 applies to 1995 to 2005 cavalier models,you can also change the whole wheel assemblies even if different size as long as its from the cavalier or sunfire models, but do change all four for best results. If your cavalier has the 15 inch rims it will fit, just make sure that the tire has enough clearance to ensure that they wont rub on the inner body areas such as parts of the wheel well, putting the 205/65R15 should be ok, since the cavalier does have a pretty deep wheel well and that the Z24 has the 205 tires. Its been tried tested and true putting different wheel / tire size, as people have put the 205/55R16 Z24 wheels on a non Z24 models, and they all have the 5x100 rims, 5x referring to the numbers of bolt holes and 100 referring to the middle hole that is mounted to the hub 100 ( mm ) millimeters. 195 mm can be changed with 205 mm. by mounting on the wider tires such as 205/65R15, upgrading from the 195/65R15. ( 195 ) tread area width in millimeters. ( 65 ) side wall height in percentage ( aka ) aspect ratio. ( R ) Radial. ( 15 ) mouth of tire in inches, ( 15 inches ). Also keep tires properly inflated for best safety, fuel economy, tire wear, refer to manufacturer given information(s) / spec(s) which is found on the tire placard / sticker or the car manual. They are very similar. The 55 is slightly lower and wider. Do NOT put one of each on same axle.
