Allow me to clarify... I took the quad off and installed a Holley 650 Carb. The fuel rail is blocking the coolant line. I tried using a 90 Degree fitting and had no luck. Do I use a different fuel rail, or can I use the top and side holes on the water pump for the heater core bypassing the intake manifold altogether?

by "burning coolant" do you mean that there is the smell of burning coolant? or do you mean that your coolant level is constantly needing to be topped off and you don't know where it is going? if you smell burning coolant you have a leak somewhere and its probably dripping onto the exhaust. you need to find the leak. if you are constantly leveling off and there is no coolant leaking under the vehicle it could be a blown head gasket. check your oil for coolant contamination. pull the dip stick and check the color of the oil: dark, almost black in color=good; lite creamy brown (like creamy coffee) =blown head gasket. or it could be a blown intake manifold gasket instead of head gasket. 1996 silverado has a two piece intake manifold, an upper and lower intake manifold.

Chevrolet runs these cars at higher temps to help with emissions. I suggest getting a 160 thermostat and a hypertech chip. I did this for my 94 Vette, coolant temps range 180-200 instead of 200-220

Coolant is added to the overflow bottle instead of the radiator. The overflow bottle will allow fluid to fill over into the radiator.
Go to the Ford dealer and get their silica based coolant. The new DexCool coolant uses an organic acid as the protectant instead of the silica. The organic acid is also a plasticizer, think Armor All and keeping your dashboard from cracking. A plasticizer keeps plastic flexible. Unfortunately certain intake gaskets, the GM 4.3 liter intake manifold gasket for one, softened and failed with the DexCool coolant. Do not use Prestone Universal or anything that says extended life 150,000 miles. Those all use the US organic acid technology which is different from the Japanese extended life coolant or the German/European extended life coolant.
The coolant in a 1998 model has dex cool antifreeze. It is red in color and not green. It is suppose to be good for 5 years or 150000 miles.
Check your antifreeze/coolant level in your radiator. If it is "low", there will not be enough coolant to "flow" through the heater core, to produce any heat. If it is low, refill your system with the proper mixture of coolant and also check for any coolant leaks.
There is not a manifold on a water heater, they are installed after or with the heater. A manifold is a branch that allows several water lines to be hooked up to one supply. The new pex lines use a manifold, instead of the old way with copper where you just branch off the copper. Off of the hot line is a manifold that has 2--# , this way you can run, say, ten different lines off of the manifold to all the fixtures you have.
