You may have a flat battery or a bad connection at the battery terminals.

If I m thinking correctly what you are referring to is the 100A fuse in the engine compartment fuse box next to the battery. You do need to remove the battery to get access to the fuse which attached with nut and bolt on its terminals.
as close to the battery as possible, that way if the power cable shorts on the frame somewhere, it will blow the fuse, if it was near the amp, it would not blow the fuse, and the cable could possibly start burning!!!!
Yes and no.. the powersteering it self is a motor that is in the steering column. a fuse power's the motor, so if you blow the fuse you will lose powersteering. If you jump start your car from the +- terminals Near the fuse box under the hood you will blow your powersteering fuse, also if you lock the wheel all the way to one side and hold it there for a good amount of time there is a chance in blowing your powersteering fuse. i believe it's in the fuse box by the battery tray, disconnect the battery before tampering with the fuses, they could blow if you remove them while the battery is connected, as for which fuse, the inside of the lid on the fuse box should have a diagram of which fuse powers what
