If the headlights do not come on and the parking lights do in a 2000 Jeep Wrangler, it is possible that the fuse is blown for the headlamps. It is also possible for them to both be burned out due to touching the glass part when installing them. Oil in the fingers will overheat them and burn them out.

I tapped into the parking light wire harness both (+) and (-) and it works and looks great!
if parking brake is on, the headlights when first started, will not work until brake is released.

No. the 99 has 2 headlights on each side and the 2000 has 1 on each side. A different wire harness. And the 2000 light housings are a wee-bit larger.
The bulb has two filaments in it. 1. The parking light filament might be burned out. 2. The ground connection to the bulb might be bad (corroded socket?). This will make that signal light flash oppositely to the other signals when the headlights are on.
You can only do this in park ... Turn off your truck ,apply the parking brake and turn your truck back on .
if your talking about the headlights theres just a cap on it which you twist off and there should be a clamp on the light flick it off and twist the bulb left or right i cant remember and it should come out. parking lights are the same hope this helps
disconect pos battery cable for a few minutes
I have a 2000 model which is the same body and accessory unit. My fuses are #20 for the running lights, and #21 and #22 for the right and left headlights. This box is located under the far left side of the dash.
You may be low on brake fluid or the parking brake linkage needs adjusting.
