That happened to me once. It took a day for it to download. Put your iPod in a space in your house that give yu a lot of bars of wifi, and leave it alone there for a few hours or a day. It helps if you don't go on your ipod, just leave it there. If it is not totally charged, charge it and then do so.
You cannot delete an app as it is downloading. You have to wait for it to finish downloading, and then you can delete it.
