An RF bypass is a small box fitted to the back on a cable decoder box. It's function is to 'strip off' the Analogue TV channels from the cable feed & provide them to your TV as with a normal airial. It is only available in cable areas that still broadcast analogue programme's & not every cable decoder will be fitted to them. (ex cable engineer)
it can easily be turned off by going to the main menu of your cable set top. The function of a bypass light is to allow a person to bypass the box in case your set top goes down. It enables the TV to change to TV-Analog without redirecting wires onyour tv or changing the settings from cable to tv.

If by converter box you mean a digital converter box, the type that are being subsidized by the government, you don't. If you mean a tuner box, it is because the cable line is transmitting data, and it has to be interpreted into a video signal your TV can use.
