An external DVD burner works essentially the same as an internal DVD burner, taking data from the computer and writing it onto a DVD disc. The main difference is that an external burner connects to the computer via a cable, typically through the USB port.
The first thing to do to use a DVD burner is to either purchase or download burning software. Once the software is obtained, you can burn DVD's and play them back on any available DVD player.

You could use a DVD burner or a CD burner to this job. But remember because you burn music on to a DVD-r, you could only get the sound when you play it.

Downloading it does not require a DVD burner; only burning it to a DVD does. If you don't have a DVD burner, there is a smaller CD ISO image you can use to install it (as long as you have a CD burner). You can also use UNetbootin to install it to a USB Flash drive from Windows. If you have another hard drive in your system, you can also install it in "Frugal" mode to that drive, although performance will be somewhat impaired.
It depends. There are batteries for the Toshiba portable dvd, but you can also use a charger to charge up the dvd. It can run for awhile w/out batteries. Here is a place to buy the batteries: www.ebatts.com ۼ Portable DVD Player Batteries
