I suggest that you do turn off the internet via turning off Wi-Fi (which will basically deny you access to iTunes or the App store due to lack of Internet access). It will help save your battery life for your device. If you have the application(App) downloaded from the App Store, then you will have no problem accessing the application without Internet. This is, of course, assuming the fact that whatever applications you are trying to access do not require you to use Internet to use/play. Most applications do not use the Internet, especially games.
