No. To transfer apps to another iPod this is what you have to do:
Connect your iPhone into your MAC or PC and iTunes should pop-up (if it doesn't it means you've disabled it to do so, so open it up yourself). In the top left side of the screen on your MAC, click file, then there will be a button which says 'Transfer Purchases from iPod'. It does not matter if you connect iPhone, iPod, iPhone... it will do it with anything. Also it includes all free and paid apps.
After doing this disconnect iPod and connect new iPod where just sync it; MAKE SURE that the box 'sync apps with iPod' is ticked, you can check it when you connect your iPod to iTunes, click on it and there will be a tab called 'APPS', there you will find the box.

So Conclusion:
1.Connect iPod
2.Click 'Transfer Purchases from iPod/iPhone/iPad...
3.Disconnect iPod
4.Connect new iPod
5.Sync it making sure the box 'sync apps' is ticked.
i don't think that you can transfer apps with bump also bump is for the iPhone to transfer eachothers phone number and isn't made for the iPod

When you sync the iPod, any apps you have bought on the iPod or another computer that are on the iPod will automatically upload to iTunes.
there is an app called bump, both ends of the transfer need to have it. this program enables app, song and video transfer from as far as i know 2g and 3g iPod touches.
To transfer download iPod apps (games) onto your iPod, connect your iPod to the computer and open iTunes. Click on the Ipod sign. Then when it says update or restore go to the top of that little bar above it. It will say "summary, apps, ext.. Click on apps and mark the apps you want to put back on your Ipod. Hope that helped.
BUMP! Bump is a great app because all you have to do for it to work is just bump to iphone/ipod together.Then after that you can send messages to each other and play games.

you have to transfer all the apps to a PC and then sync it to the new iPod
u can use apps like Bump or Photoshare to send, or just simply email it.
The Bump app doesn't let you do that. that is just rubbish then
with the ipod plugged to your computer open itunes and go to File/transfer purchases even if the apps you have are free
plug your ipod or iphone in the computer of the other ipod or iphone and some how it will download :)
