Yes, absolutely. The ones from Lowes are perfectly fine. I would never spend a lot of money on items that you can get for much cheaper anyway. I have one from Lowes and a more expensive one. The one from Lowes still looks better and works fine.

Managers are not more important than staffs. They are equally important as managers would need the staffs to meet the objectives of the organizations and staffs need managers for guidance and coordination.
It is unusual to have two mangers in the same workplace, that is unless there are two or more sections in that workplace each one warranting a manager. Usually each would have their own responsibilities separate and distinct from the other. if there is any unrest between managers it may be caused by competition between work places. In most cases thing do run smoothly.
