If you just watch something happen without doing anything about it, your are being a bystander.

Therefore, "It's just my luck to have the watch" probably means that the person making the statement that he or she feels UNLUCKY ("Just my luck"="Alas, something bad has happened to me"). So, he/she is unlucky to have been assigned "watch" duty, during this time period when something bad happened or is going to happen.
