Also because it is past the asteroid belt between mars and Jupiter, therefor all planets past it is consiterd an outer planet

Pluto is not called a planet now, but yes the others are the "outer planets".

They are simply in the outer part of the solar system compared with the "inner planets". Also, the Main Asteroid Belt separates the outer planets from the inner planets.
