The sun is still in the sky during a rainstorm. Rainstorms occur when the atmosphere conditions are right for precipitation, which does not necessarily block out the sun. You might not see the sun during a rainstorm if it is obscured by clouds, but it is still there.
For a rainbow you need rain and sunshine at the same time. So this is possible on a partly cloudy day.
Because in order to see a rainbow, the sun must be behind you, in a patch of clear blue sky, and rather low, and at the same time, the air in front of you must be laden with moisture in the form of water droplets, spray, mist, or rain. That's a restrictive set of conditions that doesn't happen during most rainstorms.
from my experence i think it is water because it only happens after rain and during sunny days and you put your house to mist you can see the rainbow

After a rainstorm, sunlight is refracted and reflected by raindrops in the air, creating a spectrum of colors called a rainbow. Each raindrop acts like a prism, dispersing the sunlight into its different wavelengths, which form the colors of the rainbow.

In or after a rainstorm. You might see one using the hose. You see it when there is water and sun. The light gets reflected of the droplets into its true colors. The water droplet acts like a prism.
A rainbow forms when sunlight is refracted, reflected, and dispersed by water droplets in the air, like rain. Each color in the spectrum of a rainbow has a unique wavelength, causing them to bend at different angles and creating the colorful pattern we see.
They aren't; their entire shape is a complete circle. From our position during rainbow formation, we can only see half of the rainbow.

During a rainstorm, you can feel the coolness of the raindrops on your skin, hear the sound of rain falling, see the dark clouds and rain falling, smell the earthy petrichor scent, and taste the freshness in the air.
