NASA doesn't need to build a new shuttle every time they need to do a mission, they can just do nessasary maitenence and launch it again. Past spacecraft would do the mission, then land in the ocean, and never be used again. The shuttle will land like an airplane, so it isn't destroyed on impact, and it will be used again.
