No, it is not possible for humans to make rain. Rain is a natural process that occurs when water vapor in the air condenses and falls back to the ground as precipitation. While cloud seeding experiments have been conducted in an attempt to enhance precipitation in certain areas, the process is not fully controllable.
There is no way for us to make clouds rain when we want them to. If we could do that then we would not be worried to much about it being to dry, we would just make it rain. Why can't seeding the clouds make them rain ?
It is possible, but unlikely. Tornadoes are always spawned by thunderstorms, most often coming behind rain or embedded in it. In some cases, however, tornadoes can form with low-precipitation (LP) supercells, which produce little or no rain. In another case, a town was devastated by a tornado that was not preceded by rain as the storm that spawned it essentially moved backwards. Rain did come afterward, however.
There have been times when the Moon has been low in the sky and visible, even though the rain clouds overhead have been dropping some drizzle on the ground. But generally, it isn't usual to see the Moon while it is raining.
Yes, it is possible for it to rain diamonds on planets such as Uranus and Neptune. The extreme pressure and temperature conditions in their atmospheres can turn methane into carbon, which then crystallizes into diamonds and falls as rain.
Stormy; thunder, lightning and rain possible if the clouds gather together.
