Well, the timelords failed to stop the daleks from opening it, but Gallifrey was sacrificed to destroy the Daleks. The Doctor was the only survivor, but what he didn't know was that some of the Daleks survived the blast and got out safely. They returned later in Season 1 of Doctor Who with Christopher Ecclecson and Billie Piper. A possible weapon used to destroy Gallifrey was something called "The Moment", which was mentioned as being in the Doctor's posession on the last day of the war several times in the episode The End of Time (Part II), by the Time Lords themselves.

In season 4's New Year special double episode, "The End of Time" (4.17 and 4.18) the Time Lords tried to shift Gallifrey out from the Time War, to the modern day. While the Time War is 'time locked' and technically can't be changed, they'd created a homing beacon by way of The Master and a white diamond from Gallifrey. No it means something bad is happening. The Impossible Planet/The Satan Pit they were possessed by the Beast The Planet of the Ood they were turned into slaves The End of Time the elder Ood was warning the Doctor that "a great danger" was returning (the Master and the Time Lords/Gallifrey).
It could be, a lot of fans think Gallifrey and the rest of the Timelords are about to return, some things do point to it like Carmen's warning in Planet of the Dead and the Ood chanting in the End of Time sneak peak, or Russell T Davies is just messing with us and it's going to be something completely different, we'll have to wait and see.
I don't entirely understand what you be by survivor but other than the doctor himself, the master also escaped the time war where he returned in the episode Utopia but died after being shot by his 'wife' when he was the prime minister and tried to take control of earth in The Last of the Time Lords. The Master returned once again in The end of Time and once again tried to take control of the earth by turning everyone into clones of himself. He also tried to bring back his and the doctor's home planet Gallifrey but was stopped by the doctor and was killed.
