Not by people.

Exploratory space vehicles carrying robotic scientific instrumentation and communications equipment have surveyed Mars from orbit, and have landed and explored its surface. But there has been no "manned" (peopled) voyage to that planet.

A NASA program has been proposed that could lead to a manned landing on Mars some time after 2020; but the chances of it being adopted are considered slim, mainly because of budgetary considerations.

As of now, there have been no manned missions to Mars. Several space agencies and private companies are planning future missions to send astronauts to Mars, but these missions have not taken place yet. The most recent missions to Mars have been robotic spacecraft.
