Any planet whose moons orbit close to the plane of the ecliptic can experience a lunar eclipse. Jupiter, for example, frequently eclipses its moons. We can even see that from here; some of the Jovian moons do sometimes "disappear" as they orbit into Jupiter's enormous shadow.

Planets that have moons can have lunar eclipses. However we are extremely lucky that the apparent size of the moon is the same as the apparent size of the sun. Therefore our solar eclipses are more spectacular than the solar eclipses on other planets. certainly on the Mars neither moon would be large enough to hide the whole sun. Jupiter, Saturn and Neptune have no surface you could stand on to see an eclipse. Uranus has no moons that can be in the right position. Pluto's moon is (probably) far larger than the apparent size of the sun. Venus and Mercury do not have moons.

No, only those on the night side of the planet Earth. When a lunar eclipse happens it is visible to all people on Earth who have a view of the moon during the period of the eclipse.

However with a solar eclipse, the only people who can see totality are those directly under path traced by the full (umbral) shadow of the moon - which is only about 100 miles across.

Half the world sees it - the part that is turned towards the Moon. Because it happens at Full Moon, the half turned towards the Moon is also the dark half of the Earth, because at places where the Full Moon is up, the Sun is down.
