Have you tried the wter pump by any chance. because it is okay when driving fast it makes it sound like there is plenty of air getting through to cool the water in the radiator because it over heats when stoped no air through radiator and no water circulation = over heating. because it has over heated you might what to get the head and block checked to make sure that they have not gone pliable(soft). you might also want to check that the cooling fan is doing it's job
Your radiator might have a small pinhole in it, causing it to not build up pressure.
