something in the horn button on the steering wheel is touching or the horn relay is bad which is located under the hood in the relay center on top of the driverside fender well
Look in the engine compartment and look for your horn. It will have one wire sticking out of it. Cut the wire with wire cutters and your horn will never sound again.

You may have a problem with the horn pad grounding or the horn wire grounding. Be careful though, if you have an air bag you will need to follow proper procedues so that the air bag is not grounded and fired.
Your horn barely beeps probably because you have a loose electrical connection. Check the wire going to your horn. Otherwise your horn is going bad.
