Two reason why your steering wheel is not turning.One....your ignition key is removed and you have turned the steering wheel to LOCK position.Two your front wheels are pinned against an obstacle so your front wheels are blocked.
It sounds as if the pressure switch located on the power steering pump is disconnected, or broken. Look around the pump- there should be a wire going to it. The purpose of this wire is to send a signal to the computer to bump up the idle when the steering pump is under a load, such as turning the wheels.
Steering wheels are generally locked from the ignition switch. It is supposed to lock only in the OFF position. If you steering locks in any other key position, you likely have a problem with the linkage rod or cable that connects the ignition lock cylinder to the steering column. You have to take apart the dash and possibly the steering column to fix this.
If the steering wheel turns, but the wheels do not on an automobile, the steering pin is defective. The steering pin connects the wheels to the action of the steering wheel. An automobile that has a steering pin malfunction should not be driven.
It transmits the steering input from the steering box to the wheels. This turns the wheels.

Try jiggling the steering wheel while turning the key. Sometimes if the wheels are slights turned when you shut it off the steering wheel is pressed against the ignition switch inside the column. If that doesn't do it you probably will need a new key.
In order to replace a rack and pinion on a Nissan 200SX, you will need to remove the front wheels, the steering coupler, the power steering lines, and various bolts. You will then be able to remove the rack and pinion. Place the new rack and pinion in place, and return the various parts.
