you may need to replace the motor that causes the wheel to move. I had the same problem. Also the gear wheel that the motor attaches too was broken on mine. You might want to inspect that as well when you remove the motor.

you have to have your normal lights running first, then press the switch above the main cruse control button on the dash left of the steering wheel.
Rocking the steering wheel back and forth a little should free up the key in the ignition, weird quirk that my car had as well.
to tighten wheel bearing, tighten until wheel is a little hard to spin,then back off just enuff for wheel to spin freely keeping in mind that castle nut will need to line up with hole in axle for cotter pin
Yes, I do know that when my water pump was changed that the wheel was removed to gain access. Work space is very tight, my mechanic says its the tightest he has worked on at his garage.
