try putting your key into the park lock hole right next to the gear stick. it looks like some kind of key entry. This was my problem, but I jerked mine out of park.

You may have to depress the break pedal. Don't quite understand "brake light not coming out of park" ... brake lights are non-moveable item .. please be more specific.
If your battery is dead it wont come out of park. it has a solenoid that has to release ,if battery is dead it wont. hope this helps.
Then turn it off after it is put into park

Sounds like a bad Brake Light Switch. It's located on the steering column.

Your transmission needs servicing immediatly, check your linkages then open it up .
It is most likely the fuel pump main relay. It is a very common problem on civics.
SOMETIMES IF THE STEERING WHEEL IS LOCKED YOU WONT BE ABLE TO SHIFT OUT OF PARK. TRY JIGGERING THE STEERING WHEEL AROUND.
