Just use what Toyota recommends unless you live in a extremely cold place,then I'd go 0w20 because it flows better in the cold.
Have had the same problem in the mornings or when the engine is cold. I suspect the power steering belt is slipping.

You need a Group 24F battery. Make sure it has top posts. Cold cranking amps should be between 570 and 600. This battery is quite easy to find and should cost no more than $65.00 installed. You can do this yourself but install is usually free.

Malfunctioning blower fans can cause your air conditioning cold air to not flow properly. The airflow vent direction door might be stuck closed.
Most likely the warm-cold air separator got stuck or the servo (or rod if you have manual air system) mechanism failed.
to my knowledge there is no power steering filter i would check my power steering fluid level
Most likely you have to refill AC systems, refilling kits are available in Advance Auto Parts and AutoZone.
