To fix a hood latch on a 2003 VW Jetta that is stuck shut, the car should be put up on a hoist. A long pole will be needed to then trip the hood latch. Then the cable can be repaired and the car lowered.

It is sucking the insulation that is mounted to the bottom side of the hood into the AIR BREATHER when the hood is shut.
if it is under the hood, it could be a small antifreeze or oil leak that when the engine is running the smoke is blown away, but when shut off it continues to burn off but is not blown away.

All vehicles get hotter under the hood after you shut off the engine. This phenomenon is called "soakback" and is just the engine dissipating heat without benefit of air flow. Some cars with electric fans keep the fan running for a while to fight soakback. If you have an electric fan and it doesn't run after you shut the engine down, the fan relay may be broken.
You can turn on the heater as that will cool the coolant more. If the car is sitting still and off, opening the hood will help. If you have a hose available..spraying the radiator with help drop the coolant temperature by increasing the radiator's efficiency.
Simply pop the hood. Find the annoying source of sound. And cut the wires off.
Look at one of the 3-4 big fuses under the hood, drivers side by the battery.
