If the back dash light will light when the brakes are applied but the two tail lights will not light up, there is probably a short in the wiring somewhere. It could also be that the fuse for the brake lights is burned out.
Just check your brake lite switch which is located at the brake pedal the switch might be broken that is why your brake lite is always on.

The turn signal switch is bad. Happened to me on a 99 Lumina. Got to pull steering wheel,etc. to replace switch. The brake light circuit goes through turn signal switch. The third (high mounted brake lite) brake lite uses switch on brake pedal

with the park lights on both left and right side are lite. but when the brake is applied the right brake lights up and the left goes out(doesn't light up)
That depends on what brake lights you have. If you have the squared ones with the reverse lights built in, those covers are held in with screws. If you have the Truck Lite sealed lights, you don't take those off - you replace the entire unit.
