do you mean it doesn't run unless you romp on it or that when it runs it maxes out the rpms? if it always runs at max rpm then your throttle is stuck, remove the air filter housing and spray the cable and connective parts (back of carb) with carb cleaner... if you mean it doesn't run unless you take it to max rpm then you probably need to get a carb kit for it (be sure to see if its a spark plug or timing issue first)
