it needs the transmission flushed but beware only use Honda brand trans fluid from the DEALER its expensive but it must be used the dipstick is sometimes sealed on prior leased vehicles but on all other it is a small yellow or orange wire or plastic piece on top of trans LOOK !!!!!!!!
AnswerThe filter is plugged. Change trans filter and have it flushed with new fluid.The dipstick for the 2004 Honda Accord is located beside of the battery. A funnel is needed to reach the tube to add fluid.
It is hard to find. Look where the engine bolts to the transmission.

I it is a manual transmission it has no dipstick. If it is A/T it is located on the front of the transmission near the engine block. It is very small and has no tube. Look carefully.

If it is an Automatic just open the hood and look down at where the transmission bolts to the engine. There you will see the dipstick.
