The diagnostic connector is located in the engine compartment ... it is clipped to inside of the fender on the passenger side of the car, more towards the firewall than the front of the car. Keep in mind that not all cars built in 1994 had the current standardized connector, in fact the 1994 Cougar had a somewhat larger connector and lacked the full digital signaling that the current generation has (although, the 1994 EEC engines did have an advanced set of controls for the time).
A car owner should know the location of the diagnostic port in their car. The diagnostic port in a 1994 Wrangler would be in the engine compartment, near the firewall.
The diagnostic connector in a 1994 Honda Accord Ex is located under the dash on the passenger side of the car. If it has not been accessed before it will have a green sleeve over it. If you do not see a green sleeve, look for a brown two wire plug.

It is a diagnostic connector and it is located on the driver (LEFT) side near the battery
An onboard diagnostic scan would be a good first place to look.

Move the drivers seat all the way back. Laying down on the drivers side floor mat look up to your left and towards the back of the vehicle you will see two(2) connectors. The connector that is next to the trim panel is the diagnostic connector
