Igniter? is your Toyota jet powered? Your coil pack is located on the driver side fender as well as the ignition module.
The igniter is at the rear under the boot.
Replace it with a know good one, if that fixes your problem then its the igniter.
To test the igniter on a 1994 Toyota Corolla remove the ignitor for the distributor. Using an ohmmeter check to see if it reads the proper voltage. If there is to little replace the unit.

1994 Toyota pickups do not have obd II they have obd I. There is a " diagnostic port " under the hood but its not of much use.

it is inside your distributor.I have 1994 mx3 an my igniter quit,and i had to replace the whole distributor. not cheap.
it may have a used engine from a 95 truck put in it. Or, it could be a late 1994, and Toyota was installing 1995 starters on the last of the production run for that year.

For Ignition. Your car will not start if this fuse blows, generally if there is a short.
