They are located under the hood on the passenger side fuse box, labeled "H/L LH" and "H/L RH".

Hi....this has happened to me a couple of times and it's in the fuse box that's located under the hood - not the 'normal' fuse box under the dash.
The AC relay on a 2001 Mazda Miata is under the hood. It is in the fuse box on the passenger side of the engine compartment.
The fuse box is under the hood release handle below the turn signal.
The body control module is located behind the glove box.
