Remove the passenger side access panel. The turn signal relay is on a bracket about 6" to the right of the steering column. It is grouped with a larger unit, a "door lock timer" (about the size of a bar of soap, with two cable harnesses). The combined unit is held with two Phillips screws. The blinker relay (cylinder about 1" x 2") is on the back side of the bracket and has a single harness (3 pins). This relay slides off the bracket for "easy change" (after all the disassembly).
In my case, the relay was fine. The turn signals had stopped working because I had removed the Bose stereo system, which required unplugging the 4-way flasher. This flasher is connected with the turn signals, hence the problem. 4 hours later, felt kinda stupid, but at least I got it fixed "at home".
