A 98 Civic does not have a speedometer cable. It is an electronic speedometer. So if you are having problems with it not working the most likely culprit is the vehicle speed sensor (VSS).
Vss (Vehicle Speed sensor) is bad. Easy to change on a 1998 honda civic. It's right on top of the tranny it cost about 90-100 bucks, but an easy fix. be sure to grease before installing. Tools you will need would be a socket wrench with an exrtension disconnect the wire from the top of the vss and tke out the bolt and gentley pull out. Vss (Vehicle Speed sensor) is bad. Check the #6 fuse. If it is good then the VSS needs replacing.
