Yes, bad blower motor but could be just a bad resistor (blown fuse). Maybe both need to be replaced. You can test the motor by jumping it.

Same thing happened to my car. The blower motor and the resistor had to be replaced. It cost me . The dealer actually had the parts in stock because it happened frequently enough with the Echo that he wanted the parts on hand. This relates to your question but does not answer it. Call Toyota's 800 number and register a complaint about the premature death of your blower motor. It appears to be quite common with all the Toyota Echos. Enough complaints and they may start reimbursing people for this common failure.
$30 for heat/air conditioning blower motor. $50 for radiator motor. Double those prices and add labor charge if you are having someone else do it for you.

Which motor? If you are talking about the main engine, it can go more than 400,000 miles if properly maintained. There is no reason to replace it unless it is having problems. If you are asking about the blower motor, it also has no specific replacement interval but could fail. Replace as needed.
