yes it can be swapped with other EG models without fail, however, it wont be accurate, seeing as how the VX was equipped with the D15z1 engine which redlines at like 6k rpm, where as the rest are 7-7.5+k rpm. This was due to the D15z1 having a VTEC-E engine, instead of the normal VTEC engine, VTEC-E, allowed for a more fuel efficient car, however the way the achieved it, made it lack the upper rpm. so the redline so the tach, and speedometer will both be relatively off.(similary when switched into a VX you will just be given the appearance of having a higher redline, so be careful not to ruin your car lol).
I had the same thing in my 1998 Honda Civic and it had to do with the intake manifold setup on the J spec motor. We replaced it with the original intake manifold off the stock motor that we were replacing (that was originally in the car) and the idle was fixed. You will want to clean your old intake manifold though so that you don't get a bunch of junk in your fuel injectors.
