It sounds as if you may have the timing adjusted wrong. The car should idle at 850 rpm I believe. If you adjust the idle the car should use less gas.

Read the owners manual. find the idle adjustment screw and screw that a little. Wd40 all parts. The speed control cable may aso be causing it to never fully get back to the idle position.
There is an idle screw on the side of the carb its the one you can turn by hand if you have to use a screw driver its probably not the idle screw. turn it CW to increase and ccw to decrease.
A model E converter does not have an idle screw. Your idle adjustment would be on your Mixer, equivalent of the carburetor.
