Since the timing belts on newer Honda's USUALLY, (depends on where car was assembled and engine type) are chains, you don't have to do anything but inspect it. Make sure you know whether its a belt or a chain.
Here are the OEM maintenance intervals:
If its the BELT & not the chain (usually comes with the 6-cylinder engine)
6-cylinder engine w/ basic driving conditions: change at 105,000 miles.
Being a engine builder and owning and building many Honda's.
I would have it serviced at 80,000 miles. This is if you do a descent amount of in city (stop and go) driving.
My recommendation for "horse-beat" cars, ones that have severe driving conditions; 60,000 miles before changing timing belt & water pump.
If your rough with your accord, but take good care (proper maintenance intervals), then it would be 80,000.
If your a frivolous maintenance-type person, changing the fluids and following maintenance intervals; you could get away with changing it at 120,000.
If its a timing chain, the OEM specs say you don't have to change it. I would check tension, and make sure timing is not retarded or advanced. You want the belt to be proper tension, also at 80,000 -90,000 instead of changing the chain (time chain) it is necessary to replace the water pump. Also follow maintenance schedules to maintain your Honda properly.

The 2003 Honda 2.4 uses a timing chain. The timing chain will last the life of the engine.
The 2003 Honda Accord 4 cylinder has a chain and not a belt. No maintence is required. This was a change made by Honda on the new 2003 Model. The 3.0 V6 however still has a belt that must be changed at 105,000 miles.
