My 2001 Subaru Outback does not have this problem. If it sounds like you are dragging something, look under the car to see if you are dragging something. Take a look at the plastic fender liners to see if one of those has come loose and is in contact with a tire. There is no amount of written advice that can come close to just examining the car to see what is dragging.
It is under the carpet, on the passenger side, by the firewall.

It is located in the fuel tank Rear passenger seat at the passenger side. Fuel pump is used to pump the fuel.
Dipstick is on the right (passenger) side of the transaxle accessible under the hood.
No. 1 cylinder is on the front right hand side(passenger side)...
Driving a Subaru Outback once (I was borrowing it from a friend), the engine suddenly quit running because it was low on oil. It was a safety mechanism on the car so it wouldn't ruin the engine. I am sure there are plenty of other reasons for it to quit, though.
They put 'em on the passenger's side (for left hand control cars) under the carpeting.
The Electronic Control Module is located under the carpeting at the front seat passenger's feet.
