To install the new antenna, push the new nylon cable down thru the antenna assembly hole until it stops. Then go into the car and turn the radio off. You will hear the antenna motor and you should see the antenna recoil into the motor. Once the motor has stopped, put the metal part of the antenna mast into the motor assembly and reinstall the land nut on the top of the antenna." But, if it doesn't go that easily, here are the more detailed instructions. I have the same problem on my Nissan Altima, it is the antenna motor. Replace it.

There are a lot of aftermarket antenna masts that you can get to fit your 4 runner and if you do decide to go with a fixed mast just make sure that you make sure that the wiring harness at the mast doesn't ground out on any metal. Other than that there is no problem with replacing it with a fixed mast antenna.
The cable teeth should face towards rear.

First physical pull the antenna all the way up, clean the antenna very good with a degreaser, then lubricate it with a silicon spray. Open the trunk, unplug the power to the antenna, start your car with the radio turned on, stop the engine, plug the power source to antenna back in. Try it now, if you still have the same problem, either the relay is stuck and needs replacing or the antenna motor is shorted and needs to be replaced.
Either the battery has a dead cell and needs replacing or something is pulling power from the battery when the engine is off. I had a problem with my 1986 Cadillac DeVille where the power antenna was stuck and the motor would run all night trying to lower the antenna. To resolve the problem I just removed the fuse for the power antenna motor.

if it is like a '95.....remove the left front wheel.....remove the plastic fender well.....it is attached to a bracket right there above the well....I replaced my power antenna with a short rubber whip antenna.......
