0n a 2004 tyer pressures are 65lbs all round. on inside of drivers door.
It means that your alternator is on it's way out. Same thing happened to me on a Liteace.
I read somewhere from a Japanese website, that the 4x4 Liteace with 2-CT engine will return 5.8l/100 kms IF driven at 60km/h in top gear (5th). That would be in 2wd mode as well.

Mazda MPV 2000 (van) standard tires should be set to 35 PSI.
What do you mean by fixed front hubs...?...the hubs should be free wheeling while you have the switches in the centre of the hub turned in one direction...and fixed when you have them turned in the other direction...
it's on the middle right side of the Van and it's on under neath. Also remove your floor mat and you will see the access nut to lower it.
