if it has fuel injection a mechanic will have to reprogram the fuel injection for you when you run them dry they get out of sync and dont fire at the right time.
If you cannot get gas to the fuel injection system, you may have a clog. You can have the system looked at and flushed out and take it from there.
Its more likely to foul up the injectors from all the crud in the bottom of the tank.
turn key on and let the fuel pump have time to push gas up to the motor. turn key on but dont start for about a minute. Make sure you put gas in first.

No it isn't the vehicle will not run with out it. Unless it has been bypassed somehow. (EFI) stands for electronic fuel injection the vehicle will not get gas without it.
