Are you sure it's full of coolant? Thermostat in upside down? (it happens to the best of us) Are you sure the radiator fan is coming on? Belts tight??? Check everything twice. Even if you're sure it's not the problem. Not sure what Pontiac 400 is....I would make sure you have enough anitfreeze/coolant. Then make sure you don't have a leak in the radiator and that the radiator is big enough for the engine. Make sure (if the car is old enough) that the fan is working. Do you know who rebuilt it? Sometimes one of the headgaskets could be installed wrong and overheat the engine since that whole side wouldn't be getting circulation. Also, timing can contribute to overheating. Then again, a new engine can run a little warm for the first few miles, while the rings/cylinders are getting broken-in. Check that the EGR valve is working right, if it's stuck you could run hot and burn valves. If it's carburated there is the possibility that it's running lean, which can also cause overheating.
Knowing a firing order of an engine can help diagnose engine problems. The firing order of a 1983 Pontiac Bonneville is 1-8-4-3-6-5-7-2.
Take away its cigar.... but seriously there are some engine treatments that can help if the problem is minimal, you can find them at the parts store, but the only real solution in the end is to have the engine rebuilt.

Check your engine thermostat, it maybe stuck open, keeping the engine from dropping off high idle
this sounds fishy .... Did you screw that motor up ?

I believe it wasn't until 2001 or 2002 that the engine fans on the Detroit diesels came on automatically when the temperature rose. You're probably required to flip the engine fan switch on manually.

pull your vehicle to the side of the road and turn the engine off after turning your wheels to face outward, therefore keeping the vehicle from rolling. then continue to get help for the main problem.
Start with diagnosing the check engine light. The code(s) set should help in determining what the problem is. Your local auto parts store can read the codes for you and offer some advice for free.
i don't know if its the same for that year but i do know that on a 97 there is one under the car that bolts on to the exhaust and another between the engine and the fire wall on top of the exhaust manifold which for the 97 is hard to find and get to, i don't know if this will help but its all i can do to help
