well i have a 92 gs nonturbo and mine cuts out at 3500 but if i unplug the connecter on the air filter i can red line it but it will idle low and sometimes die on my car the throttle position senser and the mass air flow senser are bad 300.00 dollas for both so if you dont mind starting your car often then unplug the air filter harness

rev limiter will only let the RPM's get so high then it cuts back
The powertrain control module cuts back on the fuel to limit RPM to prevent damage to the engine when it is in gear - at a much higher RPM , but also cuts back on the fuel at a much lower RPM when not in gear and there is no load on the engine
