They are a b....h, but there is a trick. You have to pull the outer hub and unbolt them from the back side, usually slide hammer or special tool, the early Civics were like this. Take the big nut off the axle, caliper out of the way of course. Look closely at the hub and you will see 2 threaded holes that are either 10 or 12mm. I have some old head bolts that are long with a lot of thread, they need to be long. Run the bolts in/out these holes with rust penetrant a couple of times to clean them out. Look on the back side of the rotor and position th holes so the bolts hit on the spindle housing where they will do no damgage and run those bolts in till the hub pops out of the spindle. Wrap the bearing with a rag to keep it clean while you remove the rotor. To reinstall hub the axle nut will have to draw the hub back in. Air tools are a must, doing this with hand tools will on bring frustration and murderous rage, Good Luck

Answer:

The 1990 Accord is not set up like this. Two long bolts will not remove the front rotors. The lower ball joint must be separated from the knuckle after the drive axle nut and caliper are moved out of the way. Disconnect the tie rod and turn the knuckle so the 4 bolts on the back side of the hub are exposed. Remove these and the hub assembly can be knocked out. They can rust in place and be VERY difficult to remove. The rotor is captive between the hub bearing assembly and the steering knuckle. No puller will remove it, remove it only by removing the hub bearing assembly.
