You buy a new one because throttle cables are not adjustable.
loosen cable(bolt on either side of the support) adjust the cable using the bolts, then re-tighten

To adjust the throttle cable, first open the hood of the car and locate the cable. Then, adjust the screws on either side of the cable. Following that, tighten the cable so that it is taut and there is no slack, but it is not over tight.
check your throttle cable or linkage
Its probably the throttle position switch.
On the cable running out of the throttle turn it closer to the headlights then tighten downtogether then do more if you have to.
On my 1994 Mazda Navajo, which should be the same as an Explorer, their is a black plastic cover with 3 bolts on top of the engine. When you remove the cover the throttle and cruise control cables attach to the throttle lever there. My throttle is sticking but the problem seems to be where the cable attaches to the pedal.
you will need to either 1. replace the clutch 2.tighten the throttle cable to hold the throttle open a tiny bit 3. the engine may not be receiving much fuel

The throttle cable is located on top of the throttle body.
A push-pull throttle is a very misunderstood thing. It is a dual cable throttle operation where in the pull cable is what opens the throttle plates. And, the push cable along with a throttle return spring is what closes the throttle plates.
