I have a 2000 civic and I have had to take my bumper off a total of six times to change bulbs, It is very true. I've done it so many times, I could pretty much do it with my eyes closed. It's actually pretty easy, pop the hood and you'll see like 6 or 8 pop-up-tabs by where the grill is they look like little black buttons, pop those out .then by either tire where the bumper meets the wheel well there is a phillip head screw on both the driver and passenger side front fenders , unscrew those. then under the bumper at the front of the car there are 4 more screws you need to take off 2 Phillips head screws and 2 bolts , once those are off the bumper should come right off, then you have access to the whole headlight assemblies. putting the bumper back on is just a matter of reversing the steps.
