It's behind the glovebox. open the glovebox and remove the retaining clips that prevent it from opening all the way. You can then see the filter housing behind the glovebox.

To remove a glove box from a 1998 Honda CR-V, first pull the unit out. Locate all the mounting screws and remove them. Then pull the glove box out.
The filter is located behind the glovebox just unclip the filter to remove it
I'm told it's to the right of the glovebox, and you have to remove the glovebox or drop the glovebox door to get at it. I haven't personally tried. The windshield fluid pump in a Honda Element is located behind the front fascia. You will need to remove the fascia and it is right there.
The blower motor on a 96 Accord is behind the glovebox. You need to remove the door to the glovebox and the glovebox frame from the dashboard to get to the motor.
On the very bottom underside of the dash panel there are two screws which must be removed to allow the hinges of the glove box to be released from the dash frame - unscrew them. Open the glovebox door and squeeze the sides inward towards each other and remove the entire glovebox from the dashboard.
