The headlights are sealed units, unfortunately they do cloud over a bit with age. Try a cut and polish on the outside of the lens to clean them up a bit, but you would have to go to a plastic welder or similar to get them to remove the housing, and even then, cleaning them may not remove the cloudy effect.

Open the 2001 Subaru engine compartment hood. Remove the wiring harness from the back of the headlight. Remove the headlight assembly bolts. The headlight will come out. Reverse the process to install the new headlight.
Sorry, but it won't. Subaru's changed their headlight shape every 3 years or so. They made a change around April 1997, so the one's before that are different from the ones after.

The headlight has a couple of large black covers on the back that can be unscrewed. Remove the head lamp being careful to not touch the glass.

You have to go from the wheel well.Pull back the fender liner toward the front and you will be able to reach your arm in there and remove the bulb. It may be helpful to remove the wheel in the process, if you need more more to work with.
You remove the plastic cover with two "quarter revolve screws" Then you loosen the battery (or washer fluid container depending on which side it is) and loosen the plastic cap- remove the spring and remove the bulb. Assembly in reversal order /K
