if you have water in the oil that's your problem.

If the fuse panel is remove on a 1999 Honda Civic a print out of the location can be retrieved from a local Honda Dealership service center or auto part store. The print out will detail locations of every fuse is their functions.

Need to know which motor you actually have. There are a couple of versions of the d15 motor. Best thing to do is go to an auto parts store and ask to see both.
