We had this problem with our 96 Kia Sephia. The distributor cap was crack and water had gotten into several areas. It was a $500 repair - basically a major tune up was required. Runs great now at nearly 100,000 miles.
There are two different belts a 96 SEPHIA requires. They are turned by a double pully wheel. The alternator and water pump belt is the rear one. The alternator adjusts with a 9 or 10 MM box wrench. The air and power steering is the front. It is adjusted with AC compressor.

How do I do my own version of a Drive Cycle for a 96 Kia Sportage? My Monitors are not ready for my smog check to pass thanks Margaret
You can change the fuel filter and that might do it. If it doesn't it can get quite complicated. Take it to a good mechanic. Also, try replacing or cleaning the spark plugs, distributor cap, and wires attached to the spark plugs. I had the same problem with my Sephia. A little tune-up should fix it nicely.

O2 sensor is always in the exhaust. Sometimes directly after the exhaust manifold, sometimes next to the catalytic. It will be the only electrical wire on the exhaust before the muffler! Crank sensor I can not help you with on this car. Y-THINK-Y
Starter solenoid is on the starter. Transmission solenoids are inside the transmission.
